William Moore, M.S., is a Senior Police Officer and Adjunct Training Instructor with the Austin Police Department, bringing over nineteen years of service and 29 years of instructional experience. He teaches Use of Force, Defensive Tactics, Firearms, Tactical Decision-Making, and Brazilian Jiu-Jitsu. Moore is the co-founder and program manager of the Austin Police Jiu-Jitsu (APJJ) program, which integrates Brazilian Jiu-Jitsu into officer wellness, training science, and community engagement. He also co-founded and managed the Austin Police Marksmanship Team, supporting officer wellness, skill proficiency, and interagency collaboration.

Over the course of ten years instructing within the Austin Police Department’s Training Academy in the Learned Skills Unit, Moore played a central role in redesigning the department’s firearms training program, evolving it to better meet the demands of modern policing. He was also instrumental in transforming the department’s defensive tactics curriculum from a striking-based system to a grappling-based model, emphasizing control, decision-making, and problem-solving over pain compliance and brute force. In addition, Moore has developed specialized curriculum focused on officer wellness and resiliency, including a financial literacy and budgeting course for police cadets designed to support long-term personal stability and stress management. He has also designed and implemented officer reintegration training programs to support personnel returning to duty following officer-involved shootings and other critical incidents, emphasizing psychological readiness, performance, and structured transition back to operational duties.

In addition to his instructional work, Moore regularly presents to executive-level audiences, including interdepartmental leadership, city council, and community partners. He has led community-facing trainings on use of force and some of the most complex and sensitive topics in modern policing, helping to build transparency, understanding, and trust. He also designs and delivers security training for vulnerable sites and populations, conducting threat assessments and teaching systematic, methodical approaches to environmental awareness and risk mitigation. Moore frequently presents at professional conferences on policing, officer wellness, and training, delivering high-quality, evidence-informed presentations grounded in organizational development and adult learning theory. He produces polished, well-structured materials that effectively communicate complex concepts to diverse audiences.

Moore holds a Master of Science in Interdisciplinary Studies from Texas State University, where he earned recognition with the Jane Cappe Research Enhancement Award and Graduate Interdisciplinary Research Award, and was inducted into the Phi Kappa Phi and Alpha Chi Honor Societies. His graduate work focused on adult learning, organizational development, leadership theory, professional ethics, and applied interdisciplinary research. Through coursework in human relations, workplace problem-solving, instructional design, and leadership development, he developed expertise in evidence-based training design, program evaluation, and learner-centered instruction. He also completed advanced philosophical study in professional ethics, contemporary philosophical problems, the ethics of artificial intelligence, and the philosophy of technology, strengthening his ability to analyze decision-making, institutional systems, and ethical responsibility in complex professional environments.

A Brazilian Jiu-Jitsu black belt under Professor José Mário “Esfiha” Queiroga, Moore’s work explores the intersection of martial arts, law enforcement pedagogy, and social science, with an emphasis on ethical control, officer resilience, and public trust. His contributions have been recognized with the Superior Service Citation from the Austin Police Department and more than ten departmental commendations.
